    I suppose the same way that many in Oklahoma claim to be devout free enterprisers but then push for tax breaks and subsidies for those businesses they would most like to see enter the Oklahoma market or expand their operations here, while offering nothing to others.
    To get Bass Pro to build in Oklahoma, Broken Arrow promised to build their facilities for them and then to lease them to Bass Pro to recover construction costs. In some instances, sales were not enough to make the lease payments, but not not worry.
